Choosing between ChaChat and Prelulu is not about voice, because both have it. It is about whether you also want to see the character answer you live, and whether you need the app on Android or in a browser.
ChaChat documents voice conversations. On Prelulu, a supported character can also answer you on a live avatar video call, with expressions that move with the voice, and you can drop back to voice or text whenever you like.
Seeing a Prelulu character does not require showing yourself. Your camera is off until you enable it on a call that supports sharing.
